The role of the Council of Europe Framework Convention on Al in the protection of privacy and personal data - conference
The Personal Data Protection Office invites you to participate in an international conference entitled: "The Role of the Council of Europe’s Framework Convention on Artificial Intelligence in the Protection of Privacy and Personal Data - Legal, Ethical, and Social Challenges in the AI Era".The event will take place on December 10, 2025, International Human Rights Day, at the headquarters of the Personal Data Protection Office.
The conference is organized in cooperation with the Social Team of Experts at the President of the Personal Data Protection Office, the Council of Europe Committee on Artificial Intelligence (CAI), the Committee of Conventions 108 (T-PD) and the European Commission for the Efficiency of Justice (CEPEJ).
The aim of the event is to create a space for conversations and cooperation between public administration, the expert community, international organizations and the technology sector. Participants will discuss the compliance of Polish regulations with the Council of Europe's instruments and the challenges associated with the growing presence of artificial intelligence systems in data processing.
The speakers include representatives of European supervisory authorities, including the European Data Protection Supervisor, representatives of committees and commissions of the Council of Europe, public administration, the scientific community, the technology sector, as well as experts from the Personal Data Protection Office and the Social Team of Experts at the President of the Personal Data Protection Office.
The conference was divided into three main thematic blocks preceded by an opening session. It will end with a joint summary.
Opening session
In the inaugural part, the President of the Personal Data Protection Office, the European Data Protection Supervisor and representatives of the Council of Europe committees will present the importance of the Framework Convention on Artificial Intelligence as a comprehensive international instrument concerning Al. Its assumptions, relationship with Convention 108+ and its impact on data protection and privacy standards in Europe will be discussed.
Panel 1: Key aspects of personal data protection in the light of the Framework Convention on Al
The first panel will be devoted to the basic legal issues arising from the Convention, including definitions, principles of liability, risk assessment and the relationship between international and national regulations. Experts will also address the impact of the Convention on the practice of supervisory authorities and entities implementing Al technologies.
Panel 2: Practical aspects of data protection in Al systems
In the second panel, participants will present specific examples of Al applications, their impact on data processing and challenges related to the compliance of systems with regulations. Issues related to the design and evaluation of AI-based solutions will be discussed, including data protection impact assessment, data quality, transparency of algorithms and the responsibility of entities creating and implementing them.
Panel 3: Discussion on the role of artificial intelligence in the justice system
The third panel will focus on the applications of AL in the justice sector, such as the analysis of court records, decision support systems or organisational tools. Experts will discuss the opportunities and risks resulting from the automation of court processes, in particular the impact on citizens' rights, the fairness of proceedings and the principle of judicial independence.
Summary
The summary will present the conclusions from the conference and recommendations regarding the implementation of the Framework Convention on AI in Poland, as well as possible further directions of international cooperation, also in the area of unification of data protection standards in solutions based on Al.
