Tripartite agreement for the benefit of Gdynia’s residents

On 15 September 2026, a tripartite agreement was signed in Gdynia between the Personal Data Protection Ofifce, the Ombudsman for Children Office, and the Municipality of Gdynia.

Under the agreement, the institutions will cooperate with a view to:

•    facilitating direct contact for residents of the municipality with independent legal protection bodies, access to information regarding their rights, and the lodging of complaints and reports of rights violations falling within the institutions’ remit,

• raising legal awareness amongst residents of the municipality regarding the protection of human rights, privacy and the right to the protection of personal data,

• creating a safe, friendly and child- and youth-friendly space where they can, either independently or with the support of their parents, carers or other adults, report instances of violations of their rights, obtain information and assistance in crisis situations, and seek advice from a psychologist or educational counsellor regarding their individual circumstances, particularly in relation to emotional difficulties, peer relationships, family situations or other issues that may affect their well-being and the exercise of their rights,

• to prevent and minimise the negative consequences of events affecting an individual’s rights and freedoms, including their right to privacy and the protection of personal data.

The parties have agreed to cooperate in running the Local Consultation Point in Gdynia at 25 Starowiejska Street, in premises owned by the local authority where the ‘Gdynia – Open City’ project is being implemented. The centre will be open once a month, in accordance with the published schedule. Residents will be able to lodge complaints, obtain information and receive support from experts from partner organisations.

This will be the third Local Consultation Centre where advice will be provided by staff from the Personal Data Protection Office. Currently, such centres operate on a regular basis in Rzeszów and Katowice.
